I wonder if this supposed "imra yadua" is documented in any printed biography of R' Chaim Ozer.
Personally, I find it hard to believe that he would have expressed himself in such a manner, which on the surface seems to contradict the language of the mishnah (Pe'ah 1:1) that "Talmud Torah K'negged Koolam".
If you would have seen R' Chaim Ozer's letters in regards to the Hatzoloh, perhaps you wouldn't be doubtful:
