It's clearly a reference to the battle between the Chief Rabbinate of England and the breakaway "Machzikei Hadas" faction, which accused the CR of lapses in kashrus supervision. The "Nesher" referred to would be R' Herman Adler, then Chief Rabbi.
The "Rav Hamefursam" sounds a lot like RYES, but you have to check the dates to see if he was still alive at the time (I believe he died in 1896). RHA served as CR from 1891 to 1911 - I don't recall when the dispute was.
There's a letter in the CC's collected letters to these same people. He was generally symphathetic to their concerns, but felt they should try to make a greater effort to work with rather than fight RHA.
